The Bexar County Courthouse, San Antonio, was completed in 1897 and is the largest historical courthouse in Texas. When the county decided than an exterior renovation was necessary, the primary goal was the preservation of what remained of the original courthouse. The restoration task was made even more difficult because the courthouse had to remain fully functional with public access at all times.

3D/International was the construction manager of the exterior restoration and was directed by the Bexar County Commissioners Court to divide the project into separate contracts, each with five phases. BETCO Scaffold was selected to provide a unique scaffolding system that would be shared by all the other contractors.
